Massachusetts
The Massachusetts State Building Code, overseen by the Massachusetts Department of Public Safety, establishes the minimum standards for building design, construction, and maintenance to ensure safety and welfare of the public.
However, municipalities have the authority to adopt additional or more stringent building regulations than those outlined in the Massachusetts State Building Code.

Board of Building Regulations and Standards
The Board of Building Regulations and Standards is responsible for adopting and enforcing the Massachusetts State Building Codes (MSBC). The MSBC comprises two volumes: 1) the Residential volume that regulates one- and two-family structures; and 2) the Base volume which regulates all structures that are not covered by the Residential regulations.
